National Security Policy and Partnerships at OpenAI

Katrina Mulligan leads national security policy and partnerships at OpenAI.  Prior to her current role, Katrina spent over 15 years in senior roles in the Department of Defense, Department of Justice, the Intelligence Community, and on the National Security Council Staff.  Most recently, she served as chief of staff to Secretary of the Army Christine Wormuth and before that, as the Principal Deputy Assistant Secretary of Defense for Special Operations and Low Intensity Conflict.   

Katrina spent three years at the Center for American Progress where she served as the managing director and then acting vice president for national security and international policy.  Her research focused on strategic national security issues.  From 2013-2014, Katrina served on the National Security Council Staff as Director for Disclosures Response where she managed the government’s response to unauthorized disclosures of intelligence information by Edward Snowden.  

Katrina was Barack Obama’s paralegal and first hire for his Senate campaign, where her first task was to buy the domain name www.barackobama.com.  She is an alumna of the University of Chicago and received a juris doctorate degree from the UCLA School of Law.
