Deputy Minister of Finance of Ukraine

Alex Kava has over a decade of experience in Ukraine’s public sector, with a strong focus on infrastructure development, foreign direct investment, urban mobility, and public finance. Since August 2020, he has served as the Deputy Minister of Finance, where he oversees budgeting for Ukraine’s recovery projects, stimulate key economic sectors, drives infrastructure development, and manages expenditures aimed at reducing CO2 emissions. 

Alex’s career in public service includes pivotal roles in infrastructure development. He served as Deputy Minister of Infrastructure from 2014 to 2015 and led the Reform Support Team at the State Road and Highway Agency from 2016 to 2020, where he spearheaded efforts to modernize Ukraine’s road infrastructure. 

Before joining the public sector, Alex built a robust background in finance. He began his career as a stock market analyst at a Ukrainian investment company, focusing on investment analysis and advisory for foreign portfolio investors. He later transitioned to investment banking, where he played a key role in attracting foreign direct investments to Ukrainian companies. 

Between 2006 and 2008, Alex was a Director at UBS Investment Bank AG (Switzerland), where he worked on IPOs, M&As, and initiatives to improve the investment environment in Ukraine and other European and Asian markets.
